Winnie Kiap CBE recently served as High Commissioner of Papua New Guinea to the United Kingdom of Great Britain and Northern Ireland from 2011 to 2022, and with concurrent accreditations to Cyprus, Egypt, Israel, South Africa and Zimbabwe. She also represented Papua New Guinea to the Commonwealth Secretariat, Commonwealth Foundation, International Maritime Organisation, International Cocoa Organisation and International Coffee Organisation. She chaired the Commonwealth Secretariat Board of Governors from 2016 to 2018 and currently chairs the Commonwealth Foundation and its Board of Governors. In Papua New Guinea, Winnie served as the first woman Cabinet Secretary and is so far the longest-serving Cabinet Secretary, having served for 10 years and 10 months. She is currently a member of the Board of Trustees of the Ramphal Institute in London, a member of the Global Existential Threats Board of the InterAction Council, a member of the University of PNG Council, a member of the ADB PNG Civil Society Committee, and chairing a working group on the development of low-income earners in Port Moresby.
